The Project
To meet the expanding needs of the Baltimore City Police Department, a new 95,778 sq. ft. Annex was added to the existing headquarters building, and the existing building was fully renovated with new architectural finishes, and mechanical systems. Due to the interconnection of the buildings, and the antiquated original building the Annex addition was connecting to, it was necessary to perform asbestos abatement during construction. The new Annex building provides 321,467 square feet of office space, and 94,504 square feet for parking.

PK Role
Poole and Kent served dual roles on this project as both the General Contractor and Mechanical Contractor. The scope of work for the new Annex building involved architectural finishes, mechanical (HVAC, Plumbing and Piping) and electrical services. The existing building was gutted of all architectural finishes, and mechanical systems. Asbestos removal was necessary in the existing building. New areas were constructed in the existing building including forensic and photographic laboratories.

Highlights/Challenges
There was major scope change during the demolition of the 8th floor of the existing building requiring the demolition to continue under asbestos abatement conditions. This prolonged the project duration and required re-phasing of the construction plan. Poole and Kent led a re-sequenced construction to begin at the top of the building in lieu of starting construction at the bottom of the building. The re-sequencing of construction activities enabled construction to continue without interruption from the necessary abatement processes.

Despite the major change in construction sequence, a first-class facility was delivered to the City of Baltimore, and all work was performed within the modified construction schedule.
